Jean Otis is the inspection agency's second-in-command at ACCA. His organization employs ten individuals in each of the 13 states, with a headquarters in the capital city. They keep track of all ACCA activities throughout the kingdom and ensure that data from each state's ACCA office reaches the central office. Jean also travels from the capital to the other regions on a regular basis to check on the status and staff.
